Yes. Minstrel, Rune-keeper and burgler traditionally. Other classes can also be fitted out to be more support-type roles.

You can use Lore Master as support class as well

captains seem pretty supporty also with buffs and heals n all.

Lotro is full of support classes - Captain (buffs, heals, off-tanking), Burglar (debuffing, CC), Loremaster (power restoration, CC, debuffing), in addition to obvious healing classes (if you consider that as support) - Minstrel, Beorning, Runekeeper
The rest of the classes are non-support: champion (pure DPS), Guardian (Tank), Warden (DPS or Tank), Hunter (pure DPS),
