As it's a Steamworks title you're required to be logged into Steam, and since you can't have multiple logins on the same Steam ID, you'd need an account per computer anyway...
...and since if you're logged in your can play online... Why would you then need it? If it's for a private game you can use the -internalID command line or use Custom Game.
What the game would do behind the scenes is peer to peer connections anyway, so if you're all on the same network, you're effectively playing a LAN based game.
So I suspect there is no call for such an option!

Any help clearing up this question would be appreciated as it is important to me.
I would have confidence in Valve for offering an alternate solution to matchmaking in these games if and when the time comes.
