Anyway, if you've played the alphas/betas of the game and are wondering how much has changed, the answer is: not enough to notice, aside from some bugfixes and a few things added or tweaked here and there. It's pretty much going to be the exact same incomplete, unpolished, and buggy experience.
My personal recommendation would be to avoid the game entirely, even if you could get it for much cheaper than it currently is.

Anyways, still, this game is definetly not for everyone - if you enjoy more complex games that involve deeper but less dinamic gameplay, you should definetly give it a try. If you prefer stuff more action packed, better search for something else to buy.
And, about the price, that really depends on your wallet, I personally would recommend waiting for a sale if I were you (I always try to save for games on Steam by waiting for a sale), that is, if you're intrested in such kind of games.
Now, I *do* actually like the game and its premise - it's very unique, as well as aesthetically-charming. But the game's execution, I feel, is flawed, and the Steam release left me feeling really disappointed that I bought-in to an unpolished and incomplete product.
The game very-much feels like it's still in alpha, and is not what I expect from a Steam release, at any price. Maybe it'll improve with time (the developer recently blogged about working on Steam workshop integration with mods), but as it stands, I find it very difficult to recommend this to anyone in its current state.
Well ButterLettuce (Locally grown one, I pressume), it got some slight optimisation, but nothing major, it still increases the lag levels as more actors or effects (read: troops or explosions) are present ingame, but at least to me current version is less laggy than Build 23 altrough I haven't done any hardware changes. Still, definetly can't guarantee it will go smoothly for all, all the time, esspecially if you had some lag issues with a few units ingame at same time and if you haven't upgraded your computer since then.

1. He doesn't think the game is worth what it is priced.
2. He doesn't have a problem with walking away from a product that is still being developed.
Honestly, I can't comment on the game. But I wouldn't support this developer until he gets his ♥♥♥♥ together. Thus, is the game worth 20? I don't know. Is the developer worth supporting for 20? From a business standpoint, absolutely not.
What do you mean "He doesn't have a problem with walking away from a product that is still being developed"? The game is still beeing updated, fixes are made and new content is added, so he doubtfully just walks away like that.
Besides, he if you read the FAQ agreed to give refund to those who have bought the game when store page had only short description due to some Steam issue setting back all the changes and din;t contain all the information about gameplay that misslead some players, and he promised to continue the work on game... you're beeing extremely biased here.
Also, on the price. Admittedly even dev himself agreed that price could have been lower, that is, comparing to overall indie game market, it is pretty big, but he guaranteed to early version purchasers that they're buying a game with a discount, and not that he started selling early game version before indie game community fomred as it is today.

"For example, if I start feeling even a little burnt out on working on a project, I take a break and do something completely different for a while. The hiatus can be from a week to up to a year - however long it takes for me to naturally recharge my passion and motivation to work on games again!"
I understand that this game could be pretty good. But when a developer discredits himself in his own FAQ, I feel like he needs to take a step back from developing games and decide what he wants to do with his life. I mean no disrespect, but his business ethic doesn't sound like it is where it needs to be. If the passion was there, this game would have been completely finished years ago. With all of the indy developers out there that show how much love they have for the industry by sticking with projects till they are done, I find it hard to want to support a developer that doesn't seem to have the same passion.
Not worth twenty dollars, but once you mod it out the ass it seems like it can provide fun every once in a while
Toning down the frequency of physics calculations usually makes the game run smooth in almost every battle.
