I'm still downloading the game from steam, should I stop? Because from what I'm hearing, I won't be able to play even after I finish downloading it.

You should download, install, and at least try running the game once, or multiple times to join the ongoing Witcher 1 Anger Mob hype.

I would continue. When Steam gets off their duff it will be ready for you that way.
