Also in the game properties in steam (right click on the game title) validate the game cache.

I had the same problem yesterday.
reinstall Windows 10
Start> Settings> update> update and security> Recovery> start> remove all
I specified that my steam on a partition is not in the program files I do not need to reinstall my games. My game works now
I gave up and rolled back my machine to Windows 8.1.
But what does this do actually? (I can't see what is in Windows 10 already.)

How did you specify Steam on partition or not in program files? I don't quite understand but like to know how you work around.

Go to the top of Steam > click Help > then click System Information. Copy and paste the log here and it will show PC configuration and drivers.
