Horribly optimized?
Im getting as low of 30fps when im flying/running in the city and i have a gtx 770 and amd fx oc 4.2 ghz

You might want to check the drivers you are using and update if possible.

Also make sure you're installing those drivers directly from nVidia and not a 3rd person site.

Runs beautifully on ultra for me on an i7 3750K & 680GTX

maybe disable VSYNC?

Everyone just automatically blames optimization, it's runs fine for me so it's probably something on your end. my 770 gives about 47 fps running around with max setting and 8x msaa at 1440p.
