Can't Join Games?

Whenever I try to join a random match, I get to the "... Joining Game ..." screen and my game then locks until the match I'm trying to join is closed. I think other players might be experiencing this since when I make a room, they enter, do nothing, and leave. One in every maybe 20 players actually makes it into the lobby and can select their character. Is this a serverside issue or am I doing something wrong?

Yes, I tried portforwarding but it seemed to only help for maybe a day before I started having trouble again (probably just placebo effect). I haven't port forwarded anything else in awhile so maybe I just did it incorrectly(?) http://imgur.com/CB3nLSs if you want to check the port forward settings.
