The female one certainly seems to be - looks like a partially rendered citizen of City 17. I'm not sure about the male one, though. Close up, the "corpse" face is very crudely hand-drawn. Of course, they were only meant to be glimpsed from a distance.

You can normally only see them from a distance. They disappear if you get too near. You have to use console commands to get close-up pictures.
