how do you grant a lower title?

I only know how to grant a title of duke, is their way to grant a title over a city or church or castle? if yes how do I do that?

Same process, same screen. ANy ttiles you can grant will be listed along with your dutchies/kingdoms. You can only grant titles you directly hold yourself.
There are restrictions on what you can give away under gavelkind though.

If you just want to get rid of lower titles it's quicker to use the create vassal button, you can find it by right-clicking the holding.
