The cards just get you a badge you can display, also getting a badge gives you a chance to get coupons and stuff.

Yea, you collect the cards in the set by playing the game or trading with other steam users. Once you own all of them you can craft a badge which can give a number of things. Emotiocons, coupons, profile backgrounds
