Why didn't a Republic form.

I gave the duchy to the Grand Mayor yet they didn't form a republic, lame i like watchign their trade zones grow. maybe that ocean side isn't allowed to make republics?

Hey, I was playing and I gave the entire Jarldom (duchy) of Hwicce to this man because of his high stewardship skill, and I wanted a Steward, then he formed a republic, how did that Happen? was it because he was a mayor of on one of my counties?

so if i want to form a republic I just have to give a coastal Ducchy/County to a mayor or are there other requirements?

they need both a duchy and a county, and a coast line, they're fun to tax.

maybe water access to the such a small area or being heir to a couple places. Also could be trade practices are too low for trade posts. honestly, idk just some things to check.

no i am almsot undoubtably sure he didn't form a TRADE REPUBLIC (@Mac_Abane), is because the water in that bottum corner isn't actually traversable, and is Mare Incog~
