I would very much like to be the king of Wallachia but can never find a character of the right culture. so if anyone knows of a character of the Vlach culture could you please tell me the start date so i may play as him/her? Oh and also can i change someones culture with ruler designer? If that is true i may just get around and buy that instead

You can change culture with ruler designer yes, ruler designer has 3 tabs though so listen carefully to avoid confusion:

First tab is for appearance and that is all but it has a culture option, that is for appearance though not the actual culture. Second tab is the coat of arms(changes based on religion come back to this after third tab). Third tab is the tab that matters most, you pick traits culture religion and everything else about the character on that tab.

Also I don't specifically know where any rulers with the proper culture for wallachia are but I would start a game and keep it paused and just use the character search function for "Search all" "Ruler" "not my culture" and then sort by culture and look

Oh there is also a console command to change a leaders culture it is "culture [the culture]" unfortunately I just tried it and this is one of those cultures that is referred to as something other then it's name in the console. you could try guessing it or asking if anyone knows what the console referrs to it as.

Ah found it for you it is called romanian. open the console with ` then input:
culture romanian
Your leader will become vlach culture and be able to form wallachia.

Edit:
That is if you want to go that route, there are probably some vlach rulers somewhere to begin with.

Ioannes "the Great" is duke of Wallachia in 1337 and is vlach though that is a very hard start.
Also in game you can search all the characters, just search by culture and you find some.
