If you did not go into your Steam client for 6 months you might have missed the last updates in CK2. If it is so, it simply wants to provide you automatically with the current version of the game. – This option is able to be turned off in the client for all games – and also for each one individually with the right mouse button.
Well, for me it looks like some checksums failed. If you still can play without Steam, do that probably - and/or reinstall over night then…
I also think that Steam normally only updates missing parts. So there is a chance that it does not have to download everything.
If you expect such troubles again, or are experimenting – try using backups maybe. I did some – because I do not have much space left on my main HD and backups from my external HD prevent the re-downloading if I needed quickly more space and had to delete the local data.
