Republic Holy Wars?

Can I not delcare a holy war as a republic? I am assuming this is just a glich in the game?
I have tried being other republics with no success although goat did allow me to declare a holy war on pegan. Just wanted to see if anyone else was having this problem.

I don't recall having any issues declaring HW as a republic. The most recent patched changed holy wars so you can only declare on nearby realms. Could this be your issue?
