Check "Enable Steam cloud synchronisation" in
Steam/settings/cloud
and in
CK2s properties/updates.
Maybe i misunderstood your problem.
Can you rephrase that:
,as when i just reread it, it made no sense to me, especially the latter part.
If downloading isn't your problem, what is it then ?
To activate mods you have to check them in the Mod tab of the launcher.
- How do you know that the mods downloaded ?
Where did you look ?
Mods should be in Documents/Paradox Interactive/Crusader Kings 2/mod
- Do you see the DLCs list in the launcher ?
If yes, then i assume you have Win10 and Documents in OneDrive ?
- Besure the "Enable Steam cloud sync" is indeed checked in both places i mentioned.
Oh, so you see mods in the Mod tab, but not the ones you recently downloaded, though they are in the regular mod folder....
No idea then.
If they weren't Workshop mods, i'd say you didn't unpack them or not properly, but as they are
Workshop mods....
