What Happened To Tribal Armies?

When I played a couple months ago tribals were able to summon defensive armies using piety. But now they cant. Is this something they removed?

Oh Wait i think I figured it out... it seems that only certain cultures are able to do it. I thought all tribal realms had this ability. But apparently not.
