I looked at other footage (including console footage), and it's the same everywhere. Hitman also had a similar problem.
Go to nvidia Control Panel > Adjust Desktop Color Settings > Click on the Digital Color Format drop-down box and select YCbCr444 instead of RGB.
Worked for me, loving the game now, and I hope this helps others!
My thoughts exactly, It irks me incredibly whenever there's a brightness option but no pattern to comapre it to. Especially if there's no way to tell how the game looks other than exiting said option and menu and verify.

This post is super old, so the driver software version they're referring to is different. Nvidia moved it to the "Change Resolution" tab. Once in, scroll down to '3. Apply the following settings', select 'Use Nvidia Color settings' and where it says 'RGB', select 'YCbCr444' Done.
Open AMD Software Adrenalin> Display>Turn off the "Custom Colour".
This happened me in Tomb Raider 2013, and now that I started the game again years later I remembered this issue then and still persists.
