I do not think this game has any anti cheat protection not even VAC, considering how terrible the P2P netcode of the game is I shall not be buying the MP map packs I may buy some of the single player skins since I enjoy playing it (third time through higher difficulties each time)

Pistol WILL kill you with a headshot, especially Solarii "Magnum". Takes one shot only. And even, as you put it, "from stupid distances". That has nothing to do with cheating.
Lags, on the other hand, can be horrible at times.
But yeah people have been cheating since day 1. And as far as I know they aren't really doing anything against it. Sadly a lot of other games that have such multiplayer systems that aren't the main game don't get moderated as much as they could.
The fact that high level players can play with lower level players makes one shotting and other things even more common though.
I feel that a majority of the rulesets in this game is almost too loose. But if its not this way then it would be even harder to get multiplayer games. Even if you leave games with cheaters chances are they'll end up in your next game.
I also don't understand why developers haven't figured out that a lot of people are driven away by this, especially when the fix is so simple - just set up some servers dedicated to level groups. You could have some servers that only allow up to level 10, and others just for levels 10-30, then 30-60, then servers for all levels, or however you want to break it down. Then inexperienced people could comfortably play the low-level servers until they get enough experience to actually compete against higher-level people. After that just address the cheating and I think you'd fix most of the problems.
