I logged in with a second account which just owns the Tomb Raider game and the download started.
This could be an entirely random coincidence, or it could be that the Linux version is not correctly attached to all the bundles which include the game.
Good point! Same bundle here, Tomb Raider Collection, and same error

Just log out of Steam and back in again and you should be downloading. If you still have issues please email linuxsupport@feralinteractive.com and make sure you mention your issue still happens after the Valve package update.

I would restart your client and try the install from scratch. All otters users are not reporting any issues so I would check your client first. If you still have issues then please do contact Feral Interactive support with details of the package you own and we can investigate.
