There's no voiceovers in the two cutscenes, only themes with vocals.
This is back when Ryu's "tatsumaki senpuu kyaku" sounded like "totsmokperukek" because of hardware limitations. The music in the game does not sound awful, entierly because it came from a separate device playing off a CD.
Although it was nice when a couple years ago, Jaleel White reprised his role as Sonic, for Blue Core Studio's 18-minute Sonic movie. (Sonic first appears at 4:50; and has a full conversation at 10:46)
