Does the American version of SONIC CD have voiceovers?

I'm kind of excited right now because Wikipedia told me that Sonic CD was the first Sonic game to have voiceovers in the cutscenes. Is this true? If not, I'll report the author for faulty statements. If it doesn't, what would Sonic CD be like if it did hav e voiceoers?

it's actually pretty darn hilarious that Sonic in SONIC D soundsnothing ike the Sonic we kno today. He sounds like a woman high on drus xD

Does Tails have a similar voice as Sonic in that game?

There's no voiceovers in the two cutscenes, only themes with vocals.

That's because he was voiced by a woman. Keiko Utoku, the female vocalist in the Japanese songs.

He was only a TV voice actor for Sonic though, which means diddlysquat in an era when few if any console games have voice acting that is easy to understand clearly and most of the ones that do also happen to suck horribly.

This is back when Ryu's "tatsumaki senpuu kyaku" sounded like "totsmokperukek" because of hardware limitations. The music in the game does not sound awful, entierly because it came from a separate device playing off a CD.
