Video setting

I make MOST (not the screen res... and MABYE the prosseser) of the requrements to run this recommended. My specs are

Video card: radion HD 3450
Memory: 4 GB DDR2
Prossesor: Intel core 2 "vpro" 2.3 dual core
OS: Win 7

Any ways, my problem is, is that it runs to slow! i am using no addons, and the maploading (on average) is around 4.5 minuets, the FPS is around 20-30 (if not crashed), i was wondering if there is a way to turn down the spec! THANKS!!!!
