copy and paste is broken

i try to copy one simple animation frame sample, paste it in another part of the timeline(motion editor) clearly divided from the rest of the animaton. and it freaking rewrites every single frame of that actor to be what i wanted to paste in the one section. anyone else having this issue?

I assume you don't have all time selected when you copy/paste?

no just that one section is selected when i copy, and just the other selection when i paste
