How do I have SFM run on a different game?

If its possible, how would I make SFM run on a different source game other than Tf2? Like portal, or Css, or even Half Life or something?

Unfortunately not. Valve has been able to do it themselves, but they're Valve. No such luck for us.

Though it was buggy, a couple guys got Portal running on SFM... I forget how though.
