Well, is steam running in the back ground?

I've only got this error once before. I think it's basically Steam wanting to update with all the stuff that you subscribed to or downloaded that works in SFM. By any chance, did you take this when you were away from any internet connection? Because that could be the cause of the problem, and the solution is very easy. :/

Well, I did shut down my computer. Does that count?

Restart Steam. It's a random Steam bug that has been going on for years.
