You'll have to wait until they announce another Rebel Rush Event, then be sure to participate.

any idea how often these events happen? 1 time each week, a month, a year or what?

No specific schedule that I'm aware of

It's once a year. Last years was on June 29th.

You have to wait for Krazy (The Syn Dev) to announce it.

anything to say about the 0% global completion rate for the acheivement? did the acheivement not exist during the last rebel rush? is steam just broke'da'did?

Roughly 200 people have the achievement, so I'm not sure why the stats are showing 0%
