If you're not running an Nvidia card you have to disable Physx.

Also: define 'beast computer'.
go into the steam guides on how to fix physx
In Binaries, delete files PhysXdevice.dll and physXcore.dll

This will force the physx drivers to look for your updated drivers and should be fine after that.

you also need to delete physxlocal
If he's getting 1fps with Physx on, he doesn't have an Nvidia card. No amount of tweaking can fix that.

If you don't have an Nvidia card it DOES NOT matter, like I keep saying. The Aurora R3 has 2 AMD 6950's which DO NOT support Physx. I shouldn't have to keep saying it.

well you sounded like you just assumed that he had atm or whatever from the original post. i read that it works with lower fps anyways
It doesn't. Physx is supposed to be handled by the GPU, but since AMD doesn't support CUDA, the effects are transferred to the CPU, and it's far too much for any CPU to handle.

this is what you said first.
it sounds like you are saying "if he lags with physx then he has no nvidia card" even tho this has a 5 year old physx engine
