OS issues and screen resolution

Can this game run on windows 7 or 10? Are there technical problem with 4k monitor? If so, are there solutions to any of this. Also why have a game that runs on obsolete OS systems?

I run it on Win 8.1 with a brand new high-definition monitor.

Also, why not offer people an excellent, old game?
