At a complete loss, I don't understand this game at all, can someone help?

Hi, I was going to put it in a review but overall I DO recommend the game as the feel is good, sound is good, graphics are good and I love shmups. I didn't want to leave a review yet with anything negative till I worked it all out. But I have played through the opening level 20 times and I still don't get it. Firstly, a couple quick points 1) DLSS is force enabled to performance mode here, please allow us to at least turn it off or change to quality mode.
