What's the point of even having Otis in the game?

Plus he is genuinely funny.

comedic relief. in the beginning of the game, at the shooting range, and he is doing this weird movement like he's trying to keep from dropping his donut. so weird.

He's trying to reach his pistol with the other hand since his right hand is holding a donut, and he couldn't reach the pistol because the circumference of his tummy is too big.
