You've most likely already tried this but it's probably worth updating your graphics, dx and soundcard drivers. I can't remember if Fuel uses OpenAL (a lot of the codemasters racing games do) - that may be another install to try.
I'm running Fuel on Windows 7x64 - Not tried (and unlikely to try!) Windows 8.1. Do you have any compatibility mode options on Windows 8? You could try running it in Windows 7 compatibility mode if you can?

Not sure of the shut down status for Win Live but assume MS will leave enough of it running to still honor games associated under it.
