Not starting up

i have unistalled it completely and re-installed it multiple times but when i go to start it brings the social club thing up, i press play offline, the club window closes and nothing.... HELP

heres how you fix this:
1) you are gong to need a rockstar games social club account. go oto their website then sign up
2) you will need a peice of software called games for windows http://www.xbox.com/en-GB/LIVE/PC/DownloadClient
3) once you have installed it click on run then sign in to your windows/xbox account
4) go in to program files and find steam click on it then click on steam apps then common
find gta iv and then gta iv app.
right click then click on properties the compatibility.
select compatibility mode for windows7.
then go into steam and then select the game you was trying to play and it should work.
