This is a well-known bug in both GTA IV and EFLC that affects modern graphics cards with 2GB or more of Video RAM (VRAM). To work around this issue, which has never been formally patched, you need to run the game with the following command line parameters enabled:

-nomemrestrict -norestrictions

Thanks it worked,what a weird way to port a game over by restricting access to menu features.
