Game doesn't launch.
Trying to launch the game results in this screen: https://imgur.com/a/ok1sw

Hitting "Play" just closes that window and nothing happens. And I go from "In-game" to "Online".

Just sure, you've already own xbox account (for GFWL) and rockstar account. After login rockstar account, hit PLAY. And when in games, login your gfwl account and enter cd-key.

Note : GFWL must run, if you want to play online in this game.

If you don't want play LIVE. Just remove paul.dll file inside game folder, and download xlives.dll.
