What do you mean by talents?I've opened up my magic and skills and inventory and i haven't seen it.

Make sure you have it installed and activated correctly. It should be activated in your Skyrim Launcher's "Data Files" menu.

Make sure it has downloaded. Imagine downloading a game, it should be in the "downloads" section in the "library" tab on steam.

It's not a hand spell, it's a power. Use it like you'd use any other power.

Resuming time to normal takes 3-4 seconds instead of immediately. Is there a way to directly modify resuming time/seconds or it's an error? Also I can hear the sound of time that turns normal but effects and speed of time takes 3-4 or even 5 seconds turning normally.

Unfortunately, Skyrim's Slow Time Effect was designed to tapper in gradually, whether or not the Creation Kit Magic Effect itself is designed to do so. Therefore, it is probably completely hardcoded and there's nothing I can really do about it. :/

PS4 doesn't allow scripts unfortunately, and the Special Edition of the mod that is already on Beth.net doesn't work very well due to the new engine, so it's not possible i'm afraid. :c
