Mod Configuration Not Present

I installed the latest versions of SKSE from the website and verified that it is active in-gmae.
I downloaded SkyUI via Steam Workshop and load, quit, and reloaded Skyrim several times

I do not have a Mod Configuration Menu option under SYSTEM. It is my understanding that MCM ships with SkyUI, is this correct?
