Your mod archive is corrupted, locate STCR-2380.big in your HWRM folder and delete it then when the launcher freezes while it's recopying it from the Steam download folder leave it alone until it's done.

I have done all the fixes. Nothing works it seems. My launcher only freezes after I launch. I see the Access Violation box and have left it alone for more than 10 minutes. Is that what is being called the 'freeze"? Should I be giving it more time before clicking OK, and it exits the game when I do that.

I had to start the Game unmodded first. No more Launcher Problems. But save = crash.

I have done all the fixes available but none of them work. I always get the access violation no matter what.
