Other Kingdoms

I've only encountered merchant city states, has anyone else encountered this (is it a bug?) or do i just have really bad luck?

All I can get are lumber camps, which after 3 kingdoms is getting annoying, especially since I really want the agricultural additions...

I usually get a goblin Kingdom in the Summer and other friendly kingdoms come after I settle an Ambassador.
