One of the endings doesn't make sense

So the first ending I got is where i freed the woman and she killed the Jarl, triggering dwarfs law, however at the end of the quest it said most people evacuated. How did they evacuate? Surely the dwarfs would kill them all?

I think the idea is that the impact from the spell she used shattered a pipe in the area, revealing an escape route that everybody was (somehow) able to make it to. It's a bit of a stretch, probably not a major focus of the mod author when writing the story.
