If anything Germany should be the German State Confederation or Confederation of German States, or simply German Confederacy as it reflects the idea born immediately out of the Napoleonic Wars Pan-German nationalism rather than the Federal Republic we have today or the Empire of Germany formed in 1871.

I think Byzantium should be the Byzantine Empire, as it gives it more identity and sounds better than 'Roman Empire', 'Eastern Roman Empire' or 'Greek Empire'.

Why are some names in english but some not? Either Ottoman Empire should be in turkish, or Imperium Romanum should be in english.

It's two pronged. Latinization is more desirable than anything else because everyone in Europe worshipped the Romans and taking on Latin titles and names was desirable for the entire period of history EU4 takes place in. So rather than going straight Roman Empire, it's Imperium Romanum, which is easily decipherable to an English speaker.

The second issue is this is trying to approximate what these nations were called rather than using western misconceptions and mistranslations. Ottoman Empire isn't even correct, it's a western title given due to their original leader Osman. But many Turks agree the name is fine and Ottoman Empire fits better than naming them just 'Ottomans'.
