Report a translation problem
Have you gotten any other mods working on your dedicated server? After googling a little bit I found that you're supposed to create a file called modoverrides.lua where you specify what mods you want to activate and with what settings. Maybe you have already done this but here is a link anyways:

Just make sure not to use forceenable, cause the people says not to use it...

Some things like ports, password, IP, ect. Has been replaced with "X".
Also speed mods are turned off in the modoverrides.lua
I haven't tested caves yet. So they're turned off.
(Have loads of mods. Was even gonna add more. But a lot seem to not work.)

Point is. Gave up hosting a server since most mods seem to not work that well on dedicated.
Might try again some day if the mods get more compatible.
I know that you have tried multiple settings but I need to ask anyways. Have you tried using hostcontroller = false? That code relies on the fact that there is a host player at all times so it should not be set to true on a dedicated server.
Otherwise I really don't know what could be wrong, could you try enabling the mod and supply the log file if it doesn't work? Maybe there is something that could explain it there.
Also, that's too bad. I would really like to make my mod compatible but I don't really know how to yet...

(Has ports, and sh!t in it. But i don't care to edit it. Not like i'm gonna get haxzored... I hope.)

No controller shows up at all btw. (Top left HUD)
Didn't work from what i could tell. (Didn't speed up from what i noticed.)
