Thanks for the logs! There are a couple of weird things I can see from them. They show that you are subscribed to [Core], [ModUI], and [Population] (which is good!), but I don't see any logging for [Core] or [Population]. Double-check that you turned them on and look at your player.log. You should see something like the following:
[EduWorks - ModUI] Host successfully loaded. (Press F10 to toggle).
[EduWorks - Mod UI] Kick: enabled. ModId='eduworks.modui'
[EduWorks - Population] Harmony patched (id='eduworks.population').
[EduWorks - Population] ModUI panel register result: True
[EduWorks - Core] Kick: enabled. ModId='eduworks.core'
If this isn't the issue, then try this for me please:
Launch the game and turn off all mods.
Exit the game.
Unsubscribe from my mods, then resubscribe to them.
In Steam: Library -> Let’s School -> Properties -> Installed Files -> Verify integrity of game files
Launch the game again and enable only my mods that you want to use. So [Core], [Mod UI], and [Population].
Check your player.logs and see if the mods are properly announcing themselves. If they are, check if they're working now.
If it still isn't working, then send me everything inside your player.log this time around so I can get a better picture. I've added some extra error logging which could help figure this out. Though your full player.log may be too big to fit here, so you can use something like Pastebin pastebin.com/ to paste it into and then link me back to it in a comment here.

And it was working. Not sure if I needed to break it into so many steps but that was what worked for me.
