You forgot to change the state homelands as well?
I noticed that you changed the pops to consolidate the cultures but you did not change the state homelands to the minority cultures, so they can assimilate to a different culture even in their original homelands...

In Africa, it looks like you didn't change any state homelands to the new minority African cultures?

For example, Kasai still has the vanilla homelands:

Thanks, you might as well hide the older version. So basically you need to use the decision to integrate all at the start of each game?

You can change it in the middle of the game by changing it with a decision!

I think theres a problem with the events that create India after India becomes independent. Your mod doesnt seem to update the event to add the new north/south indian cultures, so it will still add the vanilla indian cultures like Rajput. It's bic_breakup.1 btw.

Not sure what you mean? Your mod changes the indian cultures to "North Indian" and "South Indian". But the event that fires when India becomes independent doesn't add those cultures to India's primary cultures, it adds the vanilla cultures that no longer exist.

Most of the nation formation and breakup events have the same problem in your mod. When the Dutch East Indies breaks up, the event adds vanilla cultures, not "Malay".

As long as pop culture and homeland culture are the same, assimilation will not occur even if the national culture is different.

In the case of India and Southeast Asia, the countries that resulted from the dissolution of the country are hard-coded and difficult to modify.

It's not though? You can edit the breakup events to add the mod cultures. I did it for India and Indonesia.

Example:

hidden_effect = { remove_primary_culture = cu:dutch add_primary_culture = cu:minority_melayu

In this case, you already gave Indonesia the minority_melayu homelands in the mod, so you only need to change the cultures via the event.
