i assume the Barracuda Association is a private military company

also i think Barracuda Association created the infection thinking like if they stop it they will look like a saviour to everyone but they failed to stop the infection since they underestimated it so now the world is burning beacuse of them trying to make themselves look mighty by beating an infection that they created

to gain authority and fame

and the civil war happened beacuse someone or a group leaked the plans of the Barracuda Association to the public

yeah so thats my theory about this

the infection could've been created by barracuda for the generic "invincible soldiers" but that's extremely over used
