There's an upcoming animated short of Concord on netfix or amazon in a series called Secret Level, and you can find the ingame cutscenes online like on youtube if you look hard enough and want to get an idea of what the character was like. I will spare you my personal opinion of the character designs and personality based on what I've seen because I have a feeling we might not agree. There is a small chance the game might return as a F2P, but considering this game cost Sony over $400 million I wouldn't hold my breath but it could happen if Sony can figure out a way to recup some of that money with a cash shop, maybe change some character designs so they appeal to more players wanting to spend cash on skins and things. Time will tell though.

Well I might be biased but I'll try, also I've only seen her in one of the leaked cutscenes so it's rather limited info. From what I've seen I can assume they were trying to go for a quirky personality, rather impulsive, hot-headed at times, but still someone who will have your back when they trust you. That's what I think they were going for at least, but to me she just came across as impulsive and annoying.

By the way, I've been hearing more rumors lately about the game coming back to playstation at least.
I haven't been able to confirm any of this but aledgedly the devs have been working on the game behind the scenes, on what I don't know but aparently there have been some players logging on even though the game is still offline so it's likely devs. But take this with a grain of salt since I don't want to get your hopes up too much over unconfirmed rumors, but looking at steam database there have indeed been some activityof one or three people in the game.

It is possible to change her outfit and remove her shoes? I think it looks kinda weird like that.
