- Plenty of space for him to steathily setup camp.
- There's plenty to explore in this map. So, you're likely not going to get bored while waiting on HIM to do something. Plus it having a navmesh means you can fight or be chased by other NPCs.
- If he does initiate a hunt/haunting then you have an entire town and facility to feel, or be, chased in.
- The lore of the location could mesh well with HIM where it ends up seeming like he is the cause of what happened here. Especially considering how he eventually 'abducts' people he stalks.
