Hard to say, each of these would require some research (on what exactly each mods adds, where and how) before being sure. And that would eat time that I don't currently have ^^

If I remember correctly, Legendary weapons is a no-go.

The recruits and Meitou Retexture should be fine (as long as those recruits don't override any other recruits) but I really don't know about the others.

I do get 60Fps in the Hub at 2560*1440 (2K) , but that can vary greatly depending on what is going on, your resolution, storage speed etc .
Fps are a weird thing in Kenshi, sometimes you'll get 60 in a crowded area and 20 running alone in the wilderness...
I've got an all AMD rig currently, 7950x and 7900XTX with 32 gigs of ram and using a good M2 drive for reference.

Weird, im having an avg 20-25 in the hub at 1920x1080 p but its constant fights going on, when i run away from the hub its mostly good avging 60 ( but i didnt go to other big cities yet ) playing on a pretty good m2 drive aswell, i guess the engine is just weird like that. Great modpack enjoying it a lot, thanks for your work.
