This phenomenon is indeed intentional and reflects the remnants of the enemy's armory. Should you find the quantity of loot excessively generous or insufficiently challenging, you have the option to adjust the drop rate directly within the mod's settings
If your soldiers were originally equipped with bows and your armory has an adequate supply of bows, they should prioritize equipping bows in their ranged weapon slot over melee weapons. If you find that some of your ranged soldiers are not equipped with ranged weapons, it's likely because there are not enough ranged weapons available in your armory
When soldiers have empty weapon slots and there are surplus throwable weapons in the armory, these surplus weapons get distributed to the soldiers. It's possible that in the Europe 1100 mod, there are many soldiers with empty slots and the AI families might have lower levels, leading them to acquire a lot of stones. This could be why you're noticing an unusual number of non-peasant/bandit units using rocks.
