how do u put ur mods on workshop

You create the mods folder and create a folder in it, then you type the script and stuff and then once it's in game you can publish it with a button, if it's already published, it will update, however on this update for some reason you can't update an already existing mod, so you have to go to the beta before this one on steam settings thing, go there and then publish it.

and how do i put saves on workshop

i cant really find the characters. i have the mod. but they are not there. any work arounds for this?

They should be, try subscribing again or deactivating and activating again, they should be found on a different category when you press the + sign in-game.
