For templates just use the Rust Map as a guide to your skin. what I do is first Copy one of the Liveries and rename it to what I want. Then while having the game open I'll edit my livery by overlaying it onto a rust map and saving it as a Livery, it allows you to see where each part is and where you want to place your Livery.

Using this method you can easily save your Livery as a PNG, tab back to the game, swap the livery to and from your creation and you can edit on the go as you see how it looks. Recommend saving a PDN file with each layer of your livery, this way once finished you can delete the Rust map layer in the final PNG.
